Enforces the same quotas as create. The fork keeps the source's
egress policy unless the request sets one, and the source's
environment and vault entries, plus any `secrets` the request names.
It does not inherit the source's expiry: set `ttl_seconds` to give
the fork one.

The fork boots from the copy of the disk, except on Cloud Hypervisor
(an operator opt-in per org): there a fork of a running sandbox also
gets its memory, so it runs on where the source was, with its
processes, under its own name, address, machine-id and SSH host keys.
The source pauses while its memory is copied, about 1.5 s per 8 GiB.
If the host has no room for the memory, the fork boots from the disk.
